Changes in US student visa

Good news for all my friends who study in the US and are stuck there because of tough student visa regulations (from The Financial Times):

“The US State Department has eased a tough visa requirement for foreign science and engineering students that had been labelled the biggest obstacle to attracting the scholars to the US.

The move extends the validity of science-related visas up to four years, ending the need to re-applying each year. This makes it easier for visiting students and researchers to travel to academic conferences outside the US or to make family visits.”

Although one question remains in my mind: as far as I know the US student visa is single entry anyway. So once you go in you can't get out. I don't understand what the last sentence of the above paragraph means! We have this privilege of being able to travel around Europe easy and cheaply; which is one of the best things in student life. Hopefully our friends in America will also get this privilege soon.
